    • Attached are pdf files for the Base Plan previously submitted and proposed plans A thru D along with a Plan Analysis file.  Each of the Plan pdf files contains 3 pages.  The first page is a small 8x10 map of the plan showing the footprint of the plan, followed by two pages of statistical data for each plan.  The Plan Analysis file is a comparison file of the attributes of each plan and consists of two pages.  Page one is an explanation of the factors used in my analysis and page two is the detailed analysis and a summary of the analysis.

      Plan A.  The basis for developing Plan A was to bring the districts into population compliance with the fewest possible moves while maintaining minority representation.

      Plan B.  The basis for Plan B was to reduce the number of split precincts to the fewest possible while maintaining population compliance and minority representation.

      Plan C.  The basis for Plan C was to maintain the fewest possible splits while improving other key redistricting factors.

      Plan D.  The basis for Plan D was reducing the population deviation between districts while maintaining or improving other key factors as much as possible.
